Dispatch No. 3517/BKHCN-DTG datef August 19th, 2016 of the Ministry of Science and Technology on import of used machinery, equipment

The document is to reply the issue relating to scope of used machinery, equipment subject to quality examination when they are imported, in accordance with the provisions of Circular No. 23/2015/TT-BKHCN .

According to the Ministry of Science and Technology’s opinions, the main purpose of promulgation of Circular No. 23/2015/TT-BKHCN is to prevent the import of used machinery, equipment, technological lines with backward technology, consuming much energy, fuel, potentially causing loss of safety, causing environmental contamination for the first time

Accordingly, with regard to the used machinery, equipment, technological lines which are being within the territory of Vietnam, when they are transferred between manufacturers, traded in Vietnam, including the case they are transferred between export processing enterprises and domestic enterprises, they must not be subject to Circular No. 23/2015/TT-BKHCN - in order words, they are exempt from quality assessment.
