However, the maximum fine level is still not exceeding VND 50,000,000 (which is incurred by an individual) and not exceeding VND 100,000,000 (which is incurred by an organization).
This Decree takes effect from September 15th, 2017.
To abolish point a Clause 2 Article 1; point b, point dd and point g Clause 3 Article 3; Article 5 through Article 20 of Decree No. 119/2013/ND-CP dated October 9th, 2013; to abolish Clause 1 through Clause 32 Article 2 of Decree No. 41/2017/ND-CP dated April 5th, 2017.
Accordingly, milk and milk products are the compulsory subjects of quarantine upon the import. The quarantine is conducted by border Veterinary Authorities. The quarantine includes: inspection of contents in the quarantine Certificate in order to determine whether or not they are comfortable to the contents upon agreement; organoleptic inspection and inspection of veterinary hygiene criteria, including microorganisms capable of infecting between animals and humans such as Enterobacteriaceae, Staphylococcus, Salmonella, Listeria, etc. or depending on epidemic situation of exporting countries to conduct the inspection of Brucellosis, Bovine tuberculosis, etc. in order to ensure epidemic safety for domestic animals and health safety for consumers.
Similarly, according to the regulations of the World Organisation for Animal Health (OIE) and of CODEX regarding the quarantine in international trade, milk and milk products must have the certificates of veterinary quarantine of exporting countries upon the import.
Particularly, with regard to milk imported into Vietnam, the certificate of quarantine must be attested by Veterinary Authorities of exporting countries that the milk products originate in nations or territories that are free of some animal infections such as foot and mouth disease, brucellosis, bovine tuberculosis, rinderpest, etc. and the milk products must be undergone the inspection to be attested that they are free of residual toxic and hazardous substances (such as heavy metals, plant protection drugs, hormones, radioactive substances, etc.).
