However, if this goods item is functional food, which is registered for circulation according to the Ministry of Health's regulations, it shall be subject to 10 % VAT in accordance with the regulations in Article 11 of Circular No. 219/2013/TT-BTC.
1. List of essential chemical medicines, vaccines and biologicals (Appendix I).
2. List of essential traditional medicines, traditional medicinal ingredients and herbal medicines (Appendix II).
The aforesaid lists of essential medicines are used for various purposes, especially used for establishing the list of medicines for which payments are covered by the health insurance fund and the list of medicines subject to the centralized procurement process or the list of medicines subject to the price negotiation method.
This Circular takes effect from October 15th, 2018 and replaces Circular No. 40/2013/TT-BYT dated November 18th, 2013 and Circular No. 45/2013/TT-BYT dated December 26th, 2013.

If there are any changes, they will be informed.
How to carry out:
- To register an account at "Hệ thống xác thực tập trung" (the concentrated approval system) (address: http://126.96.36.199:8082/sso/homepage.zul?action=new), if an account has not been granted by the Drug Administration of Vietnam.
- After obtaining an account, the applicant shall log in its own account according to the instructions at the Document guiding the use of the system for approval for drug information and contents of advertisements for drugs.
Charges for appraisal of the applications shall be transferred to the Drug Administration of Vietnam’s account, account No. 84668688 at Vietnam Prosperity Joint Stock Commercial Bank - Head office.
Concurrently, Decree No. 54/2017/ND-CP also does not compulsorily regulate that exported drugs must be granted a certificate of drug registration in Vietnam (except for narcotic drugs, psychotropic drugs, precursors, combined drugs that contain narcotic active ingredients, psychotropic active ingredients or precursors, medicinal ingredients that are narcotic active ingredients, psychotropic active ingredients or drug precursors).
Accordingly, upon exporting drugs, enterprises shall only directly carry out procedures at customs authority without a license granted by the Ministry of Health.
The proclaimed contents about Atropin Sulphat drug in the list attached with this Official letter shall replace the contents about the aforesaid drug already proclaimed according to Official letter No. 24354/QLD-DK dated December 12th, 2016 of the Drug Administration of Vietnam.
