Locations that have hazardous air pollutants or their residue shall be installed warning signs or forbidden signs. Places containing toxic chemicals shall be arranged and executed methods of safety assurance, prevention of fire, explosion and leakage in accordance with professional standards and regulations.
Establishments at risk of fire, explosion and motor vehicles with special fire safety requirements shall be equipped vehicles and equipment for fire-fighting and rescue, arrange emergency exits and methods of safety in accordance with law provisions.
In case conflagration/explosion emergencies occur, owner of establishment (enterprise, factory, manufactory, etc.) has to formulate rescue plan, then copy it and send to Fire and Rescue Police Agency. Contents of the rescue plan shall be carried out according to Article 9 and Form 04 of this Decree.
This Decree takes effect from October 4th, 2017 and replaced by Decision No. 44/2012/QD-TTg dated October 15th, 2012.

Regarding rate of charge for appraisal and approval of fire prevention and fighting designs, it is still calculated according to the charge rate (%) upon the total investment amount of a project and the maximum charge is VND 150 million/project. However, this Circular also reduces the minimum charge from VND 2 million to VND 500,000/project
This Circular takes effect from January 1st, 2017 and replaces Circular No. 150/2014/TT-BTC dated October 10th, 2014.

In addition, enterprises may equip more other fire prevention and fighting means depended on financial capacity such as firefighting pumper, firefighting vehicle, firefighting boat and ship, megaphone, respirator, etc.
