Decree No. 81/2021/ND-CP dated August 27th, 2021 of the Government on tuition fees of education institutions affiliated to national education program and collection, management thereof; policies on tuition fee exemption, reduction, and financing for learning fees; service fees in education and training sectors

In comparison with the earlier regulations, this Decree supplements more entities eligible for tuition exemption, such as preschool students and students with disabilities; preschools students and students under 16 years of age lacking any care; individuals from 16 years of age to 22 years of age eligible for monthly social benefits, etc.

Especially, from the school year of 2024 – 2025, all preschool children with 5 years of age shall be exempted from tuition and from the school year of 2025 – 2026, all lower secondary education students shall be exempted from tuition.

Regarding the top limit of tuition, it is regulated in details at Article 9 of this Decree. For the school year of 2021 – 2022, tuition shall be collected according to the tuition range applicable to the school year of 2020 - 2021

This Decree takes effect from October 15th, 2021. To replace Decree No. 86/2015/ND-CP dated October 2nd, 2015 and Decree No. 145/2018/ND-CP dated October 16th, 2018.
