According to this Official letter, in case a foreign contractor performs the fire prevention and fighting design and construction for construction works, he must possess the construction operating license granted by the state management agency in charge of construction
In addition, upon performing the fire prevention and fighting design and construction for construction works, the foreign contractor must meet other requirements according to laws on fire prevention and fighting
It should also note that, according to clause 1 Article 102 of Decree No. 15/2021/ND-CP, a foreign contractor and Vietnamese sub-contractors (of such foreign contractor) are only permitted to carry out construction activities after the foreign contractor has been granted a construction operating license.
Requirements, application for issuance of construction operating license to foreign contractors shall be carried out according to Article 103, Article 104 of Decree No. 15/2021/ND-CP.
It is required to have operating license upon performing fire prevention and fighting construction for construction works
