According to announcement of the General Department of Vietnam Customs, from December 30th, 2022, when enterprises import goods that are subject to the specialized management of Ministries, they have to themselves transform and declare HS codes in line with 2022 List of imports and exports of Vietnam promulgated at Circular No. 31/2022/TT-BTC. Particularly, the policy on management of goods, it shall be further applied according to applicable legislative documents and already-granted valid licenses.
Currently, through review of the General Department of Vietnam Customs, many Ministries have yet to promulgate List of specialized goods with transformed HS codes according to 2022 List of imports and exports (although 2022 List of imports and export takes effect from December 30th, 2022).
