This Circular regulates management and use of riparian alluvial land, coastal alluvial land and coastal land with water surface; use of land in case of conversion, separation, consolidation, merger of enterprises; handling of a number of cases related to land allocation, land lease, conversion of land use right, land registration, issuance of land use right certificate, ownership to houses and land-linked properties, cadastral map, statistical reports, inventory of land, map of existing use of land and land price

Accordingly, Article 11 of this Circular allows 02 following cases of conversion of land use purpose to be exempted from application for permission besides registration for changes:

a) Convert annual crop land into construction of facilities for breeding livestock, poultry, and other animals

b) Convert inhabited land into other non-agricultural land

This Circular takes effect since March 13th, 2015. To replace the following documents:

a) Circular No. 01/2005/TT-BTNMT dated April 13th, 2005;

b) Circular No. 06/2007/TT-BTNMT dated June 15, 2007;

c) Circular No. 09/2013/TT-BTNMT dated May 28th, 2013.

This Circular also amends, supplements to the following Circulars:
