This Decision is to supplement some regulations to simplify procedures for import of used technological lines with regard to high-tech enterprises, projects applying high technologies or projects eligible for special investment incentives, such as:
- To allow enterprises to transport imported goods to their warehouses after they fully submit import dossier and documents.
- To allow enterprises to submit the inspection certificate to customs authorities within a maximum period of 12 months from the date of transport of the first shipment to their warehouses and to submit an application for extension of the time limit for submission of the inspection certificate for not exceeding 6 months with regard to highly complex technological line.
- To allow conducting the inspection of the used technological lines at the importer’s manufacturing site or the project location after the imported used technological line has been assembled and put into operation (other cases are required to conduct the inspection in the exporting country).
However, there are some noticeable requirements such as: enterprises are allowed to follow import procedures for shipments of used technological lines with the same customs authority only; during the storage of goods, enterprises shall only assemble and operate the imported technological lines to serve the inspection tasks and the operation of the imported technological lines to serve the production is banned; the inspection certificate shall be valid for not exceeding 3 months from the date of issue.
In addition, this Decision also amends HS codes in the List of age of machinery and equipment at Appendix I of Decision No. 18/2019/QD-TTg .
This Decision takes effect from March 1st, 2023.
