This Regulation provides for rules of test, test-delivery modes, test registration, grant of certificates, etc. of Vietnamese language with regard to foreigners.
Accordingly, in order to be granted the Vietnamese language certificates, foreigners have to get tests in 4 skills: Listening, reading, writing and speaking.
In which, listening, reading and writing skills are delivered on papers or computers; speaking skill is delivered in the form of oral tests or computer-based tests.
Vietnamese language certificates shall be awarded to applicants who meet the requirements for scale of levels from 1 to 6 equivalent to Vietnamese language proficiency framework for foreigners.
This Circular takes effect from November 22nd, 2021.
