This Circular regulates in details conditions and criteria for selection of investors in social housing projects; the method of determining the selling, lease or lease purchase price; sample proof of beneficiaries of and conditions for access to social housing support policies; sample contract for sale, lease or lease purchase of social housing.
According to this Circular, an investor may be only recommended as owner of a social housing project when he fully meets the conditions specified in Clause 1; Clause 2; Clause 3; Points a and b of Clause 4 of Article 56 in the Decree No. 25/2020/ND-CP .
Criteria for approving a bid-winning investor (achieving 100 points) include: financial eligibility (from 20 to 30 points); planning and architectural solution (from 15 to 25 points); investment in technical and social infrastructure (from 10 to 20 points); professional experience (from 5 to 15 points); schedule (from 5 to 10 points).
This Circular takes effect from October 1st, 2021 and replaces Circular No. 20/2016/TT-BXD dated June 30th, 2016.
