The Drug Administration of Vietnam notes that organizations who are responsible for putting cosmetic products on market are organizations that have name written in the cosmetic product announcement dossier and are responsible for the cosmetics product in the market (clause 3 Article 2 of Circular No. 06/2011/TT-BYTstatus2 ).

Organizations that are responsible for putting the cosmetic products on the market must ensure the following regulations according to Circular No. 06/2011/TT-BYTstatus2

- They are just permitted selling the cosmetic products when they are issued the number of cosmetic product proclamation by the authorities and they are responsible for safety, effectiveness, and quality of the products

- Organizations who are responsible for putting the cosmetic products on the market must have the function of cosmetic business in Vietnam.

- Organizations who are responsible for putting the cosmetic products on the market must fulfill the responsibilities at Article 48 of Circular No. 06/2011/TT-BYTstatus2 .

- With regard to cosmetic products have already been declared and issued the receipt number of cosmetic product proclamation report, when there are changes in contents provided at Appendix 05-MP attached to Circular No. 06/2011/TT-BYTstatus2 , organizations who are responsible for putting the products on the market must prepare a written request for supplements (with regard to contents which are not required to make new proclamation) accompanied by documents related to the supplemented contents and must be approved in writing by the authorities or implement a new proclamation as prescribed (with regard to contents which are required to make new proclamation)
