The People's Committee of Ho Chi Minh City allows these business and production establishments to re-open: food and beverage businesses; postal and telecommunications service providers, office supply providers, and school supply providers (with household business registration licenses). However, these establishments are only allowed to operate from 6:00 to 18:00 in the form of take-away sale and operate according to the "3-on-site" method, only conducting business through online ordering.

With regard to supermarkets, convenience stores, food stores, businesses of herbal ingredients, medicines, medical devices and supplies and shippers, they are allowed to operate from 6:00 to 21:00 daily.

In addition, the City’s People's Committee also allows opening two places of gathering and transshipment of agricultural products and food at Binh Dien wholesale market and Hoc Mon wholesale market.

For road use permits already issued, their implementation period shall be further extended until the end of September 15th, 2021 without having to replace the new ones.
