This Law amends, supplements to 9 Laws bellows:

1. The Law on Public Investment No. 39/2019/QH14status2 (amended, supplemented at Law No. 64/2020/QH14status2 and Law No. 72/2020/QH14 );

2. Law on Public - Private Partnership Investment No. 64/2020/QH14status2 ;

3. The Law on Investment No. 61/2020/QH14status2 (amended at Law No. 72/2020/QH14 );

4. The Law on Housing No. 65/2014/QH13status2 (amended at Law No. 40/2019/QH14, Law No. 61/2020/QH14status2 , Law No. 62/2020/QH14 and Law No. 64/2020/QH14status2 );

5. the Law on Procurement No. 43/2013/QH13status2 (amended at Law No. 03/2016/QH14, Law No. 04/2017/QH14status2 , Law No. 40/2019/QH14 and Law No. 64/2020/QH14status2 );

6. The Law on Electricity No. 28/2004/QH11status2 (amended at Law No. 24/2012/QH13 and Law No. 28/2018/QH14status2 );

7. The Law on Enterprises No. 59/2020/QH14status2 ;

8. Law on Excise tax No. 27/2008/QH12status2 (amended at Law No. 70/2014/QH13, Law No. 71/2014/QH13status2 and Law No. 106/2016/QH13status2 );

9. The Law on Enforcement of Civil Judgments No. 26/2008/QH12status2 (amended at Law No. 64/2014/QH13, Law No. 23/2018/QH14 and Law No. 67/2020/QH14 ).

One of the noticeable points of this Law is the removal of the requirement of obtaining the right to use residential land by investor of a commercial housing project. Accordingly, the investor that obtains the right to use other types of land other than residential land may be also the owner of the commercial housing project

In addition, with regard to investment projects on construction of residential housing and urban areas, this Law only requires applying for approval of investment policies when using at least 300 hectares of land (instead of 50 hectares of land in urban areas, 100 hectares of land in in rural areas under the old Law) or with a population of at least 50,000 people (instead of at least 15,000 people in urban areas and at least 10,000 people in rural areas under the old Law)

Regarding the Law on Enterprises, this Law amends certain provisions pertaining to conditions for effect of Minutes of meetings of the Board of Members, Resolutions of the General Meeting of Shareholders.

Regarding the Law on Excise tax, this Law amends excise tax rates applicable to battery-powered electric cars.

Law comes into force as of March 1st, 2022.
