According to announcement of the European Commission (EC), the Principality of Andorra and the Republic of San Marino will apply the mechanism of self-certification of origin in order to enjoy EVFTA duty similar to goods originating in the European Union (EU).
Accordingly, exporters from these countries shall have to register a number similar to the REX number in order to be eligible to self-certify origin of goods.
However, from 2022 information about exporters of Andorra and San Marino may be registered on the electronic REX database of the EU. Firstly, upon settling customs procedure for import with regard to shipments originating in these territories, Vietnam customs authorities shall base on import dossiers (including proofs of self-certification of origin) and result of physical inspection of goods (if any) to determine origin of imports.
It is required to have REX number for self-certifying origin for goods imported from Andorra and San Marino
