According Section II.9.a Annex I of Decree No. 69/2018/ND-CP, used auto spare parts belong to the List of prohibited imports. If enterprises wish to import used auto spare parts to serve analysis, testing, research, etc. they have to apply for the permission from the Prime Minister.

Accordingly, in case an enterprise (including exporting processing enterprise) needs to import used auto spare parts to serve analysis, testing, research of causes of errors, etc. it needs to be permitted by the Prime Minister.

With regard to discarded products obtained from the process of testing, research, etc. the Ministry of Finance notes that enterprises have to destruct all discarded products and report to customs authorities before the destruction.
