According to opinions of the Ministry of Planning and Investment, Vietnam and the US signed the Agreement on Trade Relations (BTA) on July 13th, 2000 which officially takes effect from December 10th, 2001.
In which contents concerning the encouragement and reciprocal protection of investment are regulated at Chapter IV of the Agreement.
However, with regard to the U.S model Agreement concerning the encouragement and reciprocal protection of investment, this is only the document with the nature of policy orientation which the US uses for negotiating and signing agreements on investment with international trade partners; it has non-binding force with regard to other nations, including Vietnam.
