How to determine a project owner if there are multiple qualified investors
Based on point b clause 1 Article 75 of the Law on Bidding No. 61/2020/QH14
and clause 4 Article 1 of the Law on Construction No. 62/2020/QH14, in case partnership of investors wins a bid for a social housing construction project, it may authorize a qualified investor or establish an enterprise to act as the project owner.
