This document is to instruct health insurance payouts calculated according to the statutory pay rate of VND 1,800,000 from July 1st, 2023.
Accordingly, expense for each time of medical examination and treatment shall not be less than 15% of the statutory pay rate according to the regulations at clause 1 Article 14 of Decree No. 146/2018/ND-CP equivalent to less than 270,000 VND.
The maximum levels of direct payments are regulated at Article 30 of Decree No. 146/2018/ND-CP include: not exceed 15% of the statutory pay rate, equivalent to 270,000 VND; not exceed 50% of the statutory pay rate: equivalent to 900,000 VND; not exceed 100% of the statutory pay rate, equivalent to 1,800,000 VND; not exceed 250% of the statutory pay rate, equivalent to 4,500,000 VND.
The payment for total medical supply costs for each time of use of technical services shall not exceed the total statutory payments received during 45 months as regulated at point b clause 2 Article 3 of Circular No. 04/2017/TT-BYT , not exceed 81,000,000 VND.
The co-payment for covered health care services in the year which is greater than the total statutory payments received during 06 months to determine benefits for no co-payment according to Point dd Clause 1 Article 14 of Decree No. 146/2018/ND-CP shall be calculated according to the formula regulated at item 4 of this document.
Cases where patients have been admitted to hospitals or have started their treatment duration before July 01, 2023 but have been discharged from hospitals or have completed their treatment duration from July 01, 2023, the health insurance payouts shall be also calculated according to the new statutory pay rate.
