Circular No. 22/2021/TT-BTTTT dated December 13th 2021 of the Ministyr of Information and Communications on elaborating a number of Articles of the Government’s Decree No. 91/2020/ND-CP dated August 14, 2020 on fighting spam messages, spam emails, and spam calls

According to the new regulations, a message is identified as a spam message according to the frequency of message sending, the ratio of sending messages to unrelated subscribers to total messages and samples of messages, character patterns recognized by telecommunications enterprises.

A spam email/ junk email is also identified according to the aforesaid criteria together with the technology that is used for sending or receiving emails.

This Circular takes effect from March 1st, 2022.
