Decision No. 34/2021/QD-TTg dated November 8th, 2021 of the Prime Minister on e-identification and e-authentication based on the National Population Database, Citizen Identification Database and National Immigration Database

This Decision provides for registration of e-identification account and e-authentication of a person based on the National Population Database, Citizen Identification Database and National Immigration Database.

Accordingly, e-identity of a person is unique, including data on personal ID number; last name, middle name and first name; date of birth; sex; portrait photo and fingerprints. For a foreigner, the e-identity includes data on passport number; last name, middle name and first name; date of birth, sex; nationality; portrait photo and fingerprints.

An e-ID account includes 2 levels. In which, in comparison with level 1, level 2 additionally has data on portrait photo and fingerprint. As the result, a level 2 e-ID account has the same validity as a citizen identification card, passport or international travel document.

An individual aged 14 or older shall register an e-ID account via an e-identification application developed by the Ministry of Public Security. For an individual under 14 years of age, he/she shall register under the e-ID account of his/her parent or guardian.

The e-identity provided by the Ministry of Public Security is used for following administrative procedures online.

This Decision takes effect from November 9th, 2021.
