The Ministry of Construction assumes that Decree No. 100/2015/ND-CPstatus2 and Circular No. 20/2016/TT-BXDstatus1 do not regulate any limit on foreign organizations to buy, lease, lease purchase 20% floor area of commercial houses of social housing projects

However, based on clause 2 Article 159 of 2014 Law on Housing, clause 1 Article 75 of Decree No. 99/2015/ND-CPstatus2 (amended at clause 22 Article 1 of Decree No. 30/2021/ND-CP), foreign organizations are only allowed to buy, lease, lease purchase commercial houses (including apartments and detached houses) of commercial housing construction projects.
