The Ministry of Finance assumes that clause 5 Article 20 of Decree No. 31/2021/ND-CP and clause 7 Article 15 of the Law on Investment allow enterprises to apply the highest level of investment incentive if projects are eligible for various levels of investment incentive at the same time.
