According to Clause 1 Article 8 of Decree No. 55/2019/ND-CP, each ministry, ministerial agency or provincial People’s Committee shall reply to the legal question faced by small and medium-sized enterprises (SMEs) with regard to issues in relation to application of regulations of laws rather than reply to issues of specific cases relating to the enterprises' business and production activities.

In case of requiring reply, counseling on regulations of laws applicable to specific cases, enterprises may use legal consulting services according to Article 9 of Decree No. 55/2019/ND-CP .
