Decision No. 3900/QD-UBND dated November 16th, 2021 of the People’s Committee of Ho Chi Minh city on provisional measures for "safe, flexible adaptation to and effective control of Covid-19" in Ho Chi Minh city

The People’s Committee of Ho Chi Minh City has just promulgated Provisional Regulations on Measures for "Safe, Flexible Adaptation to and Effective Control of Covid-19" in Ho Chi Minh City, including:

- General provisions for conditions for participation in certain activities at various epidemic levels (Appendix I)

- Provisional provisions for conditions for participation in certain activities at various epidemic levels (Appendix II)

- Provisional provisions for conditions for participation in certain activities at various epidemic levels within wards, communes and commune-level towns (Appendix III)

According to the new regulations, agencies, offices in the whole city shall be allowed to operate normally in green and yellow areas. For orange and red areas, it is required to reduce the number of people working at the offices.

With regard to wards, communes and towns, it is allowable re-opening normally outdoor activities (festivals, art performance, sport events, weddings, funerals, etc.) in green areas; operation of units executing construction projects, traffic works (including maintenance), construction works is allowed to operate normally in green and yellow areas.

Especially, with regard to production establishments, they are allowed to resume in all green, yellow, orange and red areas provided that they ensure criteria on Covid-19 prevention and control as prescribed

For the people, from November 16th, 2021, they are required to use the PC-COVID application upon participating in socio-economic activities or using public roads. In addition, the participants are required that they have received at least 01 dose of Covid-19 vaccine for more than 14 days or have been recovered from Covid-19. In case a person cannot be vaccinated against Covid-19 due to contraindications, it is required to have a confirmation of contradictions issued by a heath authority.

This Decision comes into force from the day on which it is signed.
