This Decision regulates eligible beneficiaries, conditions, procedures, forms, etc. in relation to implementation of the policy on reduction in unemployment insurance contributions (contributed by enterprises) and financial aid given to workers affected by Covid-19 from the surplus of unemployment insurance fund under Resolution No. 116/NQ-CP.
Accordingly, enterprises that are participating in unemployment insurance before October 1st, 2021 facing difficulties from the Covid-19 pandemic shall be entitled to the reduction in unemployment insurance contributions from 1% to 0% for 12 months (from October 1st, 2021 to September 30th, 2022). Every month, social insurance authorities shall reduce the contribution rates for such enterprises.
For employees, they shall be entitled to receive financial aid from the unemployment insurance fund only when they still participate in unemployment insurance by September 30th, 2021 or have stopped participating in unemployment insurance due to termination of their employment contracts within the period from January 1st, 2020 to end of September 30th, 2021.
However, employees that are entitled to the financial aid do not include people working at state agencies and non-business public service providers.
The financial aid shall be from 1,800,000 VND/person – 3,300,000 VND/person, in which, the former shall be applied to employees whose unemployment insurance contribution period is less than 12 months while the latter shall be applied to employees whose unemployment insurance contribution period is at least 132 months.
This Decision takes effect from October 1st, 2021.
