Official letter No. 962/BXD-KTXD dated March 23rd, 2022 of the Ministry of Construction regarding guidelines for application cost norms of project management and construction investment consultancy

According to Section 2.2 Chapter II Part II Annex VIII of Circular No. 12/2021/TT-BXD, costs for making feasibility study report of a construction project shall be determined by a percentage norm (%) multiplied by construction costs and equipment costs in the approved preliminary total investment. The percentage norm shall be determined according Table 2.2 enclosed with Circular No. 12/2021/TT-BXD, depending on each type of construction works (regulated at Annex IX of the Decree No. 15/2021/ND-CP).

With regard to construction design costs, they shall be determined according to a percentage norm (%) (promulgated from table 2.4 through table 2.13 enclosed with Circular No. 12/2021/TT-BXD) multiplied by construction costs of each type and grade of construction works in the approved total investment. If a project includes various types, grades of construction works, construction design costs shall be determined according to each construction works.
