According to clause 3 Article 7 of Decree No. 06/2021/ND-CP, in case entering into a consortium, contractors as members of the consortium shall assume responsibility for the quality of the works they perform as defined in the written partnership agreement and the construction contract.
Accordingly, contractor A’s asking contractor B in a consortium for signing to certify quality of part of work performed by contractor A is considered to be inappropriate.
Regarding grading of housing works, if blocks A, B and C do not have the same foundation, these blocks are considered to be independent construction works of a project. It is required to separately grade each block based on structure scale.
In contrast, of blocks A, B and C have the same foundation, works grade is determined according to the structure scale with these criteria: height; number of stories; total floor area; largest structural span; underground depth; number of basements. In which, the criterion of total floor area is determined the total construction area of the blocks and construction area of the basement.
