This Resolution is to propose some solutions to remove issues in procurement and payment for medical examination and treatment costs by Health Insurance Fund with regard to drugs and medical equipment.
Firstly, this Resolution amends clause 4 of Resolution No. 144/NQ-CP dated November 5th, 2022 to remove time limits for making payment by Health Insurance Fund with regard to technical services performed on machines provided by successful bidders for material and chemical contracts.
To be specific, according to Resolution No. 144/NQ-CP, with regard to contracts signed from November 5th, 2022, the time limits for accept of payment for healthcare costs by health insurance are within 12 months from the date on which Resolution No. 144/NQ-CP comes into force (it means until November 5th, 2022). However, this Resolution allows to continue making payment by health insurance until legislative documents on this matter are promulgated and the case where contracts expire, the reimbursement still applies until the procured materials and chemicals are exhausted.”
In addition, section 4 of this Resolution also allow making payment by Health Insurance Fund with regard to technical services performed on medical equipment which is donated, gifted, sponsored, contributed by domestic and foreign individuals, organizations (including medical equipment of joint venture and cooperation where contract has expired) and has not been established under public ownership)
Regarding procurement of medical equipment, section 3 of this Resolution allows medical facilities to carry out pilot adoption of guidelines on developing package price in 2023, to be specific: Project developers are allowed to gather quotations directly from distributors in case there is only one distributor or purchase from other distributors is not feasible due to technological compatibility or copyrights; if different manufacturers manufacture the same type of medical equipment, project developers shall gather quotation on the basis of features and configurations.
This Resolution takes effect from the date of its signing.
