The Ministry of Industry and Trade assumes that, the determination of “essential goods, services” in order to apply measures for Covid-19 prevention and control shall be based on these regulations:
- Definition of “essential goods, services” at Clause 3 Article 4 of the Law on Prices No. 11/2012/QH13
. Accordingly, "essential goods, services” mean goods, services cannot lack for manufacture, life, national defense, security, including: main raw material, fuel, materials, services for manufacture, circulation; products satisfy basic demands of human and defense, security."
- Essential goods and services mentioned at Official letter No. 2601/VPCP-KGVX dated April 3rd, 2020, including: food; medicines; petrol and oil; electricity; water, fuel, etc.; services directly related to banking operation and enterprise support (notarizing, lawyers, registry offices, registration for secured transactions, etc.); stock exchanges; post and telecommunications; services supporting transportation, import and export of goods; medical examination and treatment services, funeral services, etc.
